Terrorism Is A Tactic
The Bush administration are terrorists by that definition. The goal of terrorists is to create terror and fear in the achievement of another aim. The fear isn't the aim, just a means of getting their goal accomplished.
Mushroom Clouds, gut feelings, coming to our shores are all efforts to create fear in order to achieve goals.
Terrorism in other words.
